Explanation:
dielectric material with a lower absorption capacity for roentgen radiation than the filling gas is located/inserted in the space between the roentgen radiation inlet and the plane capacitator wall.

I tend to minimize everything. It seems to me that "insert" is superflous in this case, so use it as a verb in the active voice to emphasize clarity.
