This term seems to come from the idea of a "drop in" place/shelter/medical service centre etc, where you can visit (or "drop in") without having made a previous arrangement, and often without being officially registered as a member/patient/user etc. Therefore the idea connotes spontaneity and ad hoc arrangements.
