Explanation:
I think the suggestion is that television is very much part of (some) families daily routine. They eat during such and a programme, go to bed when such and such programme ends etc. Television defines the periods of time that they devote to each activity, "I"ll do the ironing while XXX is on "etc.

I suppose you could say "defines".
