quarry filled with cold or freezing water
Explanation:
I think rivers with flowing water can get colder, but I've only been ice diving in quarries. The water temps we were having were ~33F. A touch warmer at depth (but not much, maybe 35).

source where the cool water flows

Explanation:
My pure guess, but quarry has the meaning of source, as in "A rich or productive source", so in the sea, the temperature of the water differs according to the locations, and the spot which they have to demolish by explosives and perform removal operations is the source where the cool water flows.
