Dickover (name)

English translation: treat someone unfairly

English term or phrase: Dickover (name)
In order for me to get out of my AW job and get orders to BUD/S,
permission needed to come from the appropriate rating detailer, the person
who controls where people transfer to or work next in the navy. As it
happened, our rating detailer was a man with the mind- blowingly unfortunate
name of Petty Offi cer A. W. Dickover. (Someone, somewhere, must
have seen the humor in this and assigned him the job based on his name
alone.) Chief Clarin had put in a call to Petty Offi cer Dickover and asked
him not to approve my request for orders to SEAL training.

I wonder what exactly makes this name so funny in this context: just the
noun dick (A.W. Dickover refused the permission to a man whose job was called AW)
or perhaps it conveys some verbal meaning (see dick around/up)?

Selected answer:treat someone unfairly
Explanation:
to dick someone over (or around) - to treat them unfairly.

And also just because of 'dick', I guess.

agree  Charles Davis: The expression that comes to my mind is "shafting someone". The AW adds to the joke, I presume. And if he's a "petty" officer as well...

-> Thanks, Charles :) It makes me think of messing someone around, like f**k someone over.

Explanation:
Also "screw over".

This is another way to describe the term. Lindsay's answer is not at all incorrect, but perhaps a little softer than conditions when it is used. Just giving another perspective on it here.
