I don't quite understand what "huonoimmalle etuoikeudelle" means here:

"

"huonoin etuoikeus" looks like it might mean "least priority".

But even if so, I can't work out the mechanics of how "huonoimmalle etuoikeudelle" fits into the rest of the sentence.

Perhaps there is a grammar error or typo here somewhere (it wouldn't be the only one I've found in this document).
