I guess that the asker mainly has difficulties with the Finnish grammar.

The text is obviously a part of a non-disclosure agreement and is preceded by sth. of the kind of: "allekirjoittanut sitoutuu olemaan paljastamatta saamiaan tietoja ulkopuolisille..."

In this context it doesn't make any meaningful difference whether 'luovutettavaksi' will be translated either 'to be given', 'to be transferred', 'to be released', 'to be divulged' or sth similar.

About the grammar. 'Luovutettavaksi aiotut' is a participial phrase (lauseenvastike) replacing the relative clause 'jotka on aiottu / aiotaan luovuttaa'. Here this participial phrase is in illative case: '(sisältyä) luovutettaviksi aiottuihin tietoihin' ((include) into information intended to be given).
