English translation:claims/loss adjustment expenses
Explanation:
Claims adjustment in the US, loss adjustment in the UK. The EU translation I entered previously is slightly more general (and it doesn't make much sense to place too much weight on EU translation authority, since we're the people who do those anyway). This phrase "claims adjustment" is what I've actually heard used commonly. See especially the second link below.

...but you're absolutely right, it refers to the costs involved in investigating a loss.
