An excerpt from a description of an industrial fire, and how it was handled:

Henkilöstön vaihtotarve selvisi kaikille tahoille iltapäivän aikana tilanteen pitkittyessä. Pelastustoimen johtajille tehtiin työvuorolistat ja yöllä työhön tulevia laitettiin kotiin lepäämään.

The logic of this description is not adding up to me.

If there was a need for personnel shifts, then why would people **coming in to work** ("työhön tulevia") be sent home to rest?

Could it be that the writer meant to say "työhön tulleita", i.e. "those who had come into work (during the night)"?

I mean that people who were supposed to do their night shift were, for some reason, sent back home.

agree  Anu Carroll: Sorry to jump in late, but I think the description makes sense: in the afternoon, they realized they would need to work in shifts. So they planned the shifts and sent home the people who would have to return later for the night shift.
