Asker: Thanks for the suggestion, you're quite right, it refers to the bundle of documents you need to construct a building in Belgium. Originally I had 'construction documentation', but in the end I went for 'planning documentation' as I think it would be more apparent to a native speaker (at least to a British one) what was intended. Anyway, it would seem there is no existing generally accepted translation.
