From the context given, I would consider something like 'the company actively seeks to employ those excluded from the labour market'.

Or it could be phrased more positively, e.g. 'the company actively seeks to include members of society who are excluded from the labour market...'

The concept of an 'inclusion policy' may also be helpful.

agree  Tony M: I think 'long-term' is the best solution here, as these may be people who are "a long way from working" in a temporal sense; I agree with your differentiation above, I think 'excluded' is risky for various reasons.

agree  Tomas Brogan (X): I saw this in EU documents, but is 'furthest from the labour market' often used in the UK? Or is it more of a EU neologism that comes from French, Dutch and other non-English languages?

neutral  Tony M: I think this runs the danger of over-interpretation: it could suggest that they were in some way consciously excluded (relevant in your 'inlcusion' context), but doesn't really cover their simply having 'become distanced' due to past circs.
