English translation: the absence of geographical ties for some activities

Context: a report giving policy recommendations regarding the digital transition and its economic impacts; a section regarding the taxation of such activities.

Sentence: "L’économie numérique présente quatre spécificités (la non-localisation des activités, le rôle central des plateformes et plus généralement des modèles économiques multi-faces, l’importance des effets de réseau et l’exploitation des données) qui induisent des modifications profondes dans la répartition de la valeur dans la chaine de production et la localisation de cette valeur."


If I understand correctly, "la non-localisation des activités" refers to the fact that most activities related to this sector take place in the "cloud". I'm not sure how this would best be rendered in (UK) English however, any suggestions?

the ST doesn't say that any business as a whole is "non-localisé"

anyway that simply is not happening in the Real Word of any version!
Any business would have to be localised at least regarding the jurisdiction in which it's registered, clients for sure are also "localised", if the business is dealing with tangible goods there must be a warehouse involved localised somewhere on solid ground in some defined location (not in any kind of "cloud") ...

"la non-localisation" is only about some of the "activities / operational components" of a business operating over the Net - data for example could be stored absolutely anywhere where there is a connection to the Web - and not necessarily in one location - it could be spread in small bits all over the world, same as the processing of data could be done in some other location or locations anywhere where there is a link to the Web.

Explanation:
If there's an exact, literal equivalent that makes perfect sense in English, you should use it. But if for some reason you don't like that, you could say something like "absence of geographical constraints/boundaries".

This is not specifically about the cloud, though that is one aspect of it.

Asker: Thanks, I really wasn't sure whether we'd say "non-localised" in English, it sounded a bit odd to me and I didn't find many examples, but I appreciate the input and I like the other options you mentioned too.

  -> you could stretch the meaning of words in many ways, but when it's about "L’économie numérique" using "business" will not associate to some "activité" within an enterprise, it would associate to the whole of the enterprise that MUST be located somewhere!
