This is from a document on public procurement in Haiti. This phrase seems incomplete to me. Accumulation of what?

Les dépenses publiques se résument en grande partie à l’achat de biens de consommation importés et à la construction de route, en grande partie, réalisée par les entreprises étrangères. Donc les besoins de l’Etat sont satisfaits par des importations qui entrainent un appauvrissement croissant des ménages par la fuite du surplus économique qui devrait faciliter l’accumulation en Haïti.

Public expenditure is largely summed up by the purchase of imported consumer goods and road construction, largely by foreign firms. Thus, the needs of the state are met by imports which lead to a growing impoverishment of households through the flight of economic surplus which should facilitate accumulation in Haiti.

I disagree with the presentation for a few reasons, in particular because exchanging currency for materials to build infrastructure (which increases the productivity of production capital) is not consistent with the complaint he's making, in my opinion.

But anyways, it's referring to the accumulation of capital.

agree  Nikki Scott-Despaigne: Yes, the sentence reads to mean that instead of facilitating accumulation of wealth, the capital is in fact fleeing/leaving the country. See my discussion post.
