This is in a document on public procurement in Haiti and how to involve more local businesses. The intervention proposed is to require foreign businesses who win contracts to subcontract a portion to local businesses.

Nous supposons qu’il y aura aussi une augmentation de l’offre des firmes étrangères provenant du fait que les firmes internationales, en sollicitant les fournisseurs locaux, vont forcément augmenter leurs coûts pour réaliser les travaux.

We assume that there will also be an increase in the supply of foreign firms due to the fact that international firms, by soliciting local suppliers, will necessarily increase their costs for carrying out the work.

Explanation:
Maybe the idea is that the supply of foreign firms will increase not because use of local labor increases their "costs" - which would have the opposite effect - but in the sense that their local "expenditures" increase. Thus there is an increase in the supply of foreign firms in the role of local employers or investors.

The suggestion I have made is to accentuate the meaning I intend. It is probably not the most helpful form of words.

The idea of "supply of/from firms" seems a little awkward here, even potentially ambiguous. It is not about firms being supplied, but that is how it can read. I think this really is about how the range of business companies are proposing is suited to what is actually required... or not.

neutral  nweatherdon: it's the abstract economics concept of supply, made so concrete as to say "supply will rise". With higher local labour costs, imports become more cost competitive. The supply curve stays the same, but volume under conditions means higher imports/supply
