what would make sense IN THIS LIST is to ask if "the Client" is already holding some of the rights necessary to proceed with this "testing"

For example: if the Client owns the land on which the testing will be done, there is no need to try to get an authorisation to be on that land as the Client has already that right.

what it can not be is "customer rights" - besides "customer rights" applying to retail sales to private individuals / consumers, there would be no need whatsoever to ask what are the "customer rights" of a Client - that would be a pointless question as "customer rights" are not negotiable but defined by consumer protection laws (i.e. no point in asking the "obvious")

  -> Even with just the dribbles of context available so far (as "Tech/Engineering - Engineering (general)- ...") it's clear that this "Testing" is not sold for personal consumption by "customers" but to "business clients" so "customers rights" CAN NOT APPLY.

neutral  SafeTex: I feel that "rights HELD by the client" is already covered in the preceding phrases and this is indeed more the statutory rights of clients rather than those personally held by the client but it is tricky

  -> no, it's the other way round - this variant is 100 % correct whatever are these "rights" while "customer rights" apply ONLY to rights against the seller - and NOT any seller, ONLY sellers selling to "consumers" NOT to "(business) clients".
