Here it is, took just 2 minutes to find this; you can easily research to see what terms other manufacturers may use:

The whole point of all these things is that for hygiene reaons, they avoid having any kind of tap you have to operate with your hands (and thus risk transmitting bacteria) — there are various different devices used to ahcieve this, already discussed at some length in this forum.

Here is a FR site selling a not-dissimilar product, which uses the term 'panneau fémoral' — but every manufacturer has their own favourite terminology.

Thanks Tony, thanks to all, especially to writeaway for the typically snide comments. Every little bit of negativity helps to bring us all down, eh?

agree  writeaway: but finding implies searching....

-> Thanks, W/A! "Seek and ye shall find", as someone is quoted as once saying — or perhaps here "Sink and ye shall find"!

  -> Thanks, B! :-)

neutral  Johannes Gleim: I doubt. The French page version says: lave-main à commande fémorale. May be achieved with a tilted front panel.
7 hrs
-> The FR say 'thigh', the EN say 'knee' / Can you find ANY EN equivalent that uses your suggested term?

Encore quelques définitions de « bascul(ant) » :

Basculant n.tilting [Tech.]
Basculant adj. tip-up
http://dictionnaire.reverso.net/francais-anglais/basculant

basculable
English
basculable
ADJ (Aut) [luz] → directional, with swinging beam
http://es.thefreedictionary.com/basculable

basculer
[baskyle]
[personne] Conjugaison to topple, Conjugaison to fall over
[vase] Conjugaison to tip over
[benne] Conjugaison to tip up
http://www.larousse.fr/dictionnaires/francais-anglais/bascul...

Conclusion : Le panneau basculant est « tiltable, tilting, swinging, tipping, etc. ».
N’importe quel membre l’actionne.

disagree  Tony M: None of your refs. actually shows your suggested term used in EN./ It's ALL about "how to express" it — and 'tilltable' simply won't do in EN. You know very well that sometimes FR describes the form while EN describes the function (or v-v).
6 mins
-> I found a lot of similar terms. The point is not, how to express the operation, but what is the function of the panel. It may be actuated by hands or legs, or any other member.
