Hi again everyone,

Still in the context of the rise of Paul Phélypeaux under Henry III, I need help understanding "porter permission" in the following sentence:

"Il mérita d'autres lettres du roi portant permission de signer en finances et une charge de secrétaire du Roi de l’Ancien Collège"...
does that mean the "letters" were entrusted to him for signing by the king, or was it himself who had the right to sign such letters? I believe "letters in the context meant "agreements", "contracts"...
