This is from a report covering the costs of a sustainable water management system being implemented in the Southern Mediterranean. Context:

"Suite à la publication du rapport du Coût de le Dégradation des Ressources en Eau du Bassin de la xxx, trois évènements importants ont marqué la souveraineté de l’Eau en ..... s’est traduit dans l’inclusion dans la nouvelle Constitution Tunisienne, promulguée le 27 janvier 2014, de la garantie explicite du « droit à l’eau » ..."

I know that this is regarding the equal sharing of water resources for all, and in the meantime I have used "water sovereignty" because I have found the term online - but only a few entries, so there must be a more suitable term for this. Does anybody know one?
