disagree  SafeTex: All the references are Nouvelle Caledonie. Unless the asker says the plot is there, the answer is almost certainly wrong in our present context. Althea's answer is similar (pièce v parcelle) and far more likely to be right.

It could also be taken as subdivision no 16 of the whole parcel of land depending on the context. I believe pie is derived from 'pièce de terre' .

Regarding AllegroTrans remark
if we take a page on Internet where PIE occurs in many street names
https://inpn.mnhn.fr/docs/espacesProteges/apb/FR380019819910...
and we look further down the document, we can see that it speaks of agriculture and forestry and other aspects of the environment
I think that whole areas are PIE and they contain many plots naturally (I lived in the country and my house and garden had 6 plots
I also think that even in the countryside, streets have names and we mustn't associate street name with urban town or city.
Other occurrences of PIE are simply where the place name has Pie in its name and these must not be confused with the PIE we have in the question
Okay I'm still not sure myself but are you sure about ruling out this answer AllegroTrans
