Further to Peter's Agree and comment, the addition of the word "official" would clarify things. Of course not any old Tom, Dick or Harry can go around placing seals on things!

Explanation:
It's the same process in Austria: a 'cuckoo sticker' is spread across the front and any back doors.

In E and W, the premises are locked up and also cordoned off with stickers.

Pls, no trite comments about past translations from 'reliable' translators. my step-father was there when London County Court Bailiffs and High Court *Sheriffs* of old used to levy execution.
