Does mean "oh, we've observed that it hasn't been withdrawn as yet... how interesting." Or does it mean "ah, yes, we can be confident and categorical that it won't been withdrawn before hell freezes over"? You might expect the latter would be at least possible, if not necessarily the meaning, if the body issuing it is the sole party having the authority to withdraw the permit...

Perhaps the ambiguity should be preserved for translation purposes? Perhaps not, if someone knows for sure which of the two possibles the French actually means.
