neutral  AllegroTrans: Possibly the meaning (can) but it might be a condition in which case we would use "shall" - pls see my question to asker

neutral  Daryo: agree with AllegroTrans - the text quoted is only a fragment of what is probably a very looong sentence, so it might well be a condition, not a statement of facts.

agree  philgoddard: The exact translation will obviously depend on the context. Personally I think it's more likely to be "will/shall".
