In this text about Gen Z, I'm a little stumped by the last sentence "...plébisciter Youtube, Snapchat, Instagram ou Tik Tok." What do they mean exactly? French colleagues of mine are also struggling to make sense of it.

Sorry to repeat myself, but the sentence is fine (see B D’s explanation below) and plébisciter is used appropriately here. See polyglot’s note above and and my ref. above to the extended meaning of the verb according to CNRTL, Le Grand Robert, R&C, etc.: "opinion massively in favour of" (CNTRL, etc.) + R&C: "tremendous/overwhelming", etc.
What the sentence says is that for Generation Z to vote massively/overwhelmingly for either… or… or…, influencers, not bloggers, (will) matter.
"plébisciter is also used more conversationally to mean what people want. New product X was "plebiscité" by the public. The public was gung-ho to get its hands on the new product.

That is exactly the name of this game!
Says on top "Marketing - Media / Multimedia / Generation Z" IOW the ST is about selling to Generation Z - marketeers are looking to sell to Gen Z. Anyone (not working for Youtube) who would suggest to spend the marketing budget on "influencers" so that Youtube users become more obsessed with Youtube (or with some other social network) instead of paying said influencers to push on Youtube the products you want to sell wouldn't last very long (few microseconds, my guess)...
A vlog is video-based, whereas a blog is text-based. The source text refers to bloggers, not vloggers. But the sentence is so unclear that we don't really know what exactly the writer meant, so maybe the difference doesn't matter.
B D Finch said, 'what they choose once they are on any one of those platforms (i.e. choosing influencers, rather than bloggers)'. How exactly would they choose bloggers on video and image platforms? Blogs are text. Since they prefer YouTube and other video/image sites, they don't see any text or blogs. Hence, influencers get the attention.
"Overwhelming support" is one way of putting it. However, it's not their support for any of those platforms, but rather what they choose once they are on any one of those platforms (i.e. choosing influencers, rather than bloggers).

I agree; there's an extended meaning: Opinion de fait, clairement et nettement formulée par une grande proportion d'individus d'un groupe donné (adhérents, lecteurs, consommateurs), marquant leur adhésion à quelqu'un, leur préférence pour quelqu'un ou pour quelque chose (CNRTL). Sthing like "overwhelming support" for one of the platforms ?
"Plébisciter" isn't only about choosing or electing, it is about the way that electing is done, i.e. by polling the entire eligible population. So, it's clearly used metaphorically here.

The sentence is fine as it is. Leaving aside what the verb means in a constitutional or international law context, what the sentence is saying is that if that generation has to choose one of these platforms, what influencers, not bloggers, do there will determine its choice
"influencers" are a key element of the sentence/paragraph where you find "quand il s’agit de plébisciter .." ergo it's part of (the most immediate) context ergo it's implicitly and unavoidably a part of the question as whatever answer you propose ***MUST*** fit with what "influencers" are and how they operate. Or you think that can just ignore the rest of the same sentence, and look at one fragment in splendid isolation?
(1) "plébisciter" is a perfectly appropriate term (2) have you got ANY real-life understanding of what is an "influencer"?
They DO NOT use their "influence" to make other users of Youtube like / become fans of Youtube, they use their own presence on Youtube as a tool to exercise their "influence" over other "ordinary" Youtube users for the benefit of those paying the influencers (and that's not Youtube)
Youtube (or any other social network) is only a MEAN, not the AIM.
It's NOT about
"pushing Youtube users to like/support/endorse Youtube"
it's about
"using Youtube as a mean to make other Youtube users like/support/endorse whatever they are peddling of behalf of their sponsors/paymasters"
try a search on "influencer asking for free hotel stay".
