Explanation:
When I worked in IT in the Pharma industry in France R/O was réalise sur objectif.

So an R/O of 100% is that the rep has achieved their target.

So your District Sales Manager (presumably) will get their bonus if all his/her reps achieve their target.

I wouldn't normally offer a Google search as a reference, but I think this one gives a smattering of confirmations of R/O as meaning réalisé sur objectif: http://bit.ly/1SKScuo .

The English version of our software called it Actual vs Target but in a sentence like this you could say something like "... all the regional team members have achieved 100% of their target".
