My understanding:
- the company manufactures aluminum, this is their "first" metal, sold as a product by the insolvency procedure with known prices
- they do also have like all manufacturing plants a number of ferrous metals: scraps, structures, obsolete machines, etc. This is their "second" metal, usually separated by magnetic attraction, sold as scrap by the weight for insolvency
- the rest of the metals (nor aluminum nor ferrous) is their "third" metal, to be valuated differently

"tiers" in French is often understood as "the rest": "tiers état": anything other than nobles and clergy, "tiers monde": other than developed and developing countries
