I don't actually know how to parse this so the source term may need to be altered. All I know is that if I could replace these words with a full-stop, then I could translate the sentence along the lines of "As it passes over the peak, the wind is lifting the air mass to the dew point of the moist layer". But how to integrate these extra words?

They are near the end of some text opposite a photo of the Pic de Belledonne (2977m) in the Alps, topped with cumulus and lenticular clouds:

Ici on voit un soulèvement orographique d’une couche humide matérialisée par ces altostratus.
L’empilement des nappes de nuages à la manière d’assiettes empilées est typique des altostratus lenticulaires générés par un vent fort en altitude franchissant un relief. Bien que les vents soufflent fort, les masses nuageuses semblent fixes dans le ciel, même si au gré des variations d’humidité atmosphériques elles sont plus ou moins étendues.

Dans cette situation, l’altostratus lenticulaire se forme sur les hauts reliefs à cause d’un vent météo fort. Le vent qui franchit le relief soulève la masse d’air jusqu’à atteindre le point de condensation de la couche humide *** présente presque à saturation ailleurs. *** Accessoirement, la convection s’organise sur les mêmes reliefs pour ajouter des cumulus.

As per polyglot45's observation (in Discussion), "présente" modifies "la couche humide" – to yield perhaps "the current moist layer" or perhaps "the moist layer being studied"? But that sounds a little odd, so I might just say "the moist layer."

Pushing things to the extreme, I might translate "la couche humide présente presque à saturation ailleurs" as "the neighboring [?] almost-saturated moist layer [being studied]."
