I've finally used this term which is often used for computers but also more generally

I would say "expression of need". As to what the cell is of course, it's not obvious. Like Daryo, I thought that it is perhaps a team

given that you haven't specified in any way neither who made this document nor to who it's destined.

there is a "cellule de données pour développement" possibly a small team tasked with gathering data needed for developing something (as to what "something" could be there might be some clues elsewhere in he ST ...)

Some other group/team/individual has to pass a "statement / list / declaration of requirements" (presumably the requirements of their own department) to this "data gathering team".

You could imagine tens of other scenarios, but this one is the most likely.
