Hello

Me again. This is meant to be a legal text but the specs at the end are "telephone services"

In

***Expression de besoin*** vers la cellule de données pour développement

how can you express "a needs requirement to a data cell for development"?

So I'm obviously missing the point but what is the point?

Explanation:
My immediate thought was that this term is being used in the sense of the common: "a show of hands". For example, in the sense of customer (or whoever it may be) provision, and satisfying a common need of users/customers (or whoever it may be) - rather than this being a technical term in itself.

My examples show use of the term itself, and are not intended to relate specifically to telecommunications, based on my above suggestion.

The term could even be suggesting that the details are given (or expressed) in more detail, for example:

"A SPECIFICATION of what the exactly the demand is in this area..."
