Não entendi o "sur" neste contexto.

Em específico em relação ao "sur eau" sem mais contexto não posso ter a certeza, mas diria que se trata de uma condição em que a máquina/operação está suspensa num estado com água ou a aguardar a adição de água. Mas não foi bem isso que foi perguntado de qualquer modo, mas creio que era o que era pretendido.
