permit for examining/reviewing pilot qualifications/credentials

Explanation:
It may not be state of the art, but I think this would be clearly understood.

evaluator pilot rating / pilot evaluator rating

Explanation:
Oh, you mean the LÜB? :-) Just kidding, aviation is not my area; I got the acronym from Google.

Google also suggests that this is specifically a military pilot rating; unfortunately it doesn't tell me what exactly this rating authorizes you to do. But simply verifying/inspecting a pilot's license/certificate doesn't seem like something you'd need to be certified for, so I wonder if this is really more about evaluating the pilots themselves, which would also seem to fit better with the structure of the word (-führerüberprüfung–).

In the US military there are evaluator pilots, who are "responsible for evaluating pilots during regular checkrides" (link below). So you could call the LÜB an "evaluator pilot rating" IF you know that the two ratings are more or less the same thing. But I don't know that, so a better route might be to make up an equivalent term like "pilot reviewer rating."

agree  philgoddard: I think "pilot evaluator" is better. An evaluator pilot could be a test pilot, which is not the meaning.

-> Thanks! I find "evaluator pilot" awkward too but that's what the USAF calls it. One can be both: "a command pilot with [experience] as an experimental test pilot, instructor pilot and evaluator pilot." https://www.edwards.af.mil/News/Article/1571197/

agree  Björn Vrooman: Quite likely. See "Vergöttert und verteufelt: Erlebte Geschichten eines Starfighterpiloten..." by E. Willing. He writes: "...LÜBs waren zuständig für Checkflüge im Geschwader." Cf https://en.wikipedia.org/wiki/U.S._Air_Force_aeronautical_ra...

pilot examiner qualification

Explanation:
(USA) pilot examiner qualification
(UK) flight examiner qualification
[where 'certification' may also serve]

Although the question is military related, the same 'examiner' principle should apply.

In the US, the (civil) examiner is known as a DPE.
"A Designated Pilot Examiner (DPE) is an individual, appointed in accordance with 14 CFR section 183.23, who meets the qualification requirements of the Order 8900.2..."

Federal Aviation Administration
https://www.faa.gov/other_visit/aviation_industry/designees_...

https://en.wikipedia.org/wiki/Designated_Pilot_Examiner

Note:
A few hits also for "pilot examiner rating", albeit outdated and/or unauthoritative.
