In a figurative sense, but I'm having difficulty getting my head round what is meant here. (To be perfectly honest, I'm having a problem getting my head around this entire sentence)

The article is about Johann Martin von Wagner who was the "art agent" of Crown Prince Ludwig in Rome.
He sent reports to Munich on which German-speaking artists currently in Rome were to be recommended to create commissioned artworks and which were not.
