Um die Differenz zwischen Sozial- und Kostenmiete auszugleichen, erhalten Wohneigentümer finanzielle Zuschüsse oder zinsvergünstigte Darlehen. Mit der Inanspruchnahme sind sie verpflichtet, sozial Schwachen günstigen Wohnraum anzubieten. Nach Tilgung der Fördermittel entfällt die "Belegbindung" sowie die Bindung an die Sozialmiete.

The idea here is that landlords receive public subsidies to build low-income housing. In exchange, they are required to rent to low-income groups that meet certain eligibility criteria. From what I gather, this is what is meant by "Belegbindung." What would the appropriate term in English be? Suggestions are greatly appreciated. Thanks!
