Notice that the German term doesn't use the plural form. Without being legalistic, the use of singular form alone suggests to me that the focus here is to remind the reader of the (awesome) responsibility of watching children in general. Notice also that the bullet points are better suited to illustrate what specific actions are needed to control children at all times rather than provide a laundry list of various childcare duties.
