German term or phrase: Rastvögel
From a research work on an offshore wind project:

migratory birds

Explanation:
Rastvögel are those birds which literally "rast", i.e. stop for a break during migration

Notes to answerer
Asker: I think you are on the right track but it should be resting (migratory) birds to distinguish the term from Zugvogel. Would you agre to glossarize it in this wy? Regards Jon

Sorry Jonathan - seems I mixed up all those different kinds of birds: I thought "Rastvögel" was the same as "Brutvögel", hence my suggestion "sedentary birds" - but they are not the same at all.
My mistake - please ignore my answer :-((

neutral  Edith Kelly: sedentary birds "rest" all their lives but Rastvögel "rest" when not migrating
29 mins
  -> you're right !

disagree  Lesley Robertson MA, Dip Trans IoLET: sedentary is virtually the opposite, they don't migrate at all
36 mins
  -> You're right, Lesley, I just realised my mistake

bird(s) of passage

Explanation:
Google this with "ornithology", for over 3,000 hits - here's one:

Ornithological Research
Former ornithological activities of Wilfried Haas. ... and together with students I collected dying birds of passage, analysed their water- and fat- stores ...
www.biologie.uni-erlangen.de/parasit/contents/research/bird...

Google "passage migrant birds", and in the majority of cases, this term is split by either a full stop or a bracket.

neutral  analytical (X): If you google for "passage migrant" bird, you get over 9000 hits, page after page without the term being split./Just look beyond the first two terms! My second hit 'birds of passage' is actually the term that you propose.
13 mins
  -> Your second "hit" looks like this: "Birds of Passage: Migrant Labor and Industrial Societies". Your term is common, in ornithological works. This is a report on wind-farms, if I mistake me not, and in the context, Jonathan will have to decide which to use

agree  Cetacea: That would work as well. It's either "bird of passage", "passage migrant", or "passage migratory bird".

agree  Lesley Robertson MA, Dip Trans IoLET: OK - this one's better than mine. This one's the right one!

  -> Thanks, Lesley!

neutral  David Moore (X): BTW, add "ornithological" to your google, and the hit count falls dramatically, innit...
1 hr
  -> But that still leaves 2,230 hits! But as you said, it is the asker who decides which term best fits the context.

agree  Cetacea: But use either "passage migrants" or "passage migratory birds". http://tinyurl.com/9l6gh3
