Ziel der Anordnung zur Vermeidung von
*Scheinzielen* und Radarschatten ist eine weitgehend störungsfreie Einsetzbarkeit von Schiffsradargeräten auch in der Nähe des Vorhabens. Schiffsradargeräte sind wichtige Instrumente der Kollisionsverhütung und Navigation. Durch Radarschatten und Scheinziele können kollisionsrelevante Einzelheiten mit dem Schiffsradar evtl. nicht oder nicht mehr rechtzeitig aufgefasst werden, was gerade in den Randgebieten zu einer erhöhten Gefährdung führen würde. Da insbesondere bei einer entsprechenden räumlichen Dichte von einzelnen Radarzielen die Gefahr der Abschattung bestimmter Gebiete oder der Ausbildung von Scheinzielen besteht, sind diese Beeinträchtigungen auch bei der großen Anzahl und ggf. unterschiedlicher Bauweise von Einzelanlagen des Vorhabens, nicht unwahrscheinlich, so dass diesen, soweit technisch machbar, begegnet werden muss

Furthermore, with such a beam it can be very difficult for the radar to blindly acquire the target, and with auto lock on and tracking, the radar might lock onto a phantom target when operating over water."

disagree  Bernd Runge: Sorry, but no. Conically scanning radars have been in use with older fighter aircraft. In this context a phantom target is range ambiguous due to the reflected radar echo via the surface of the water extending the travel time.
