With the announcement of the BSH of 26. February 2003, the basis studies in accordance with StUK studies pertaining to habitat use of porpoises with PODs were suspended because the majority of companies reported total losses of equipment, and in a whole series of cases this was attributed to criminal motives. Framework conditions change during the construction and operating phase. It must be presumed that adequate observations can be carried out against targetted disruptions of these studies, so that an effective monitoring of effects can be executed
