"stofflich verwertbar" means, I think, can be recycled. thermisch verwertbar possibly just means "kann verbrannt werden". Is there corresponding English expression for this phrase?

neutral  Ken Cox: personally, I wouldn't used 'recovered' unless compelled to. With 'thermische Verwertung', the material is patently not recovered, but its fuel value is utilised.

  -> I can clearly see your point, and yes, it does have another meaning than incinerated, but I personally don't know the composition of the packing ...
