The answer to choose depends to some extent on the readership - the term Climate Change Adaptation is used in the policy and scientific community involved in climate change, while adaptation to climate change is more common when addressing people not familar with the area. Internally, Defra uses climate change adaptation but uses adaptation to climate change in addressing the public.
