In einem Gutachten zum Stand der Technik zur Emissionsminderung hinsichtlich des Baus eines Spanplattenwerks taucht immer mal wieder der Begriff "Genehmigung" auf, den der Kunde (auch schon in früheren Berichten) teilweise selbst mit "approval" übersetzt hat. Ich will nur ungern von seiner Begriffswahl abweichen, aber kann ich "approval" so einfach übernehmen? Hier zwei Beispiele:

Unterstützung bei der Vorbereitung und Durchführung umweltrechtlicher **Genehmigungsverfahren**
Fachliche Stellungnahmen zu **Genehmigungsauflagen**
Die IVU-Richtlinie bildet die Grundlage für die **Genehmigung** besonders umweltrelevanter Industrieanlagen.

Explanation:
The Genehmigung selbst ist "approval" to build or install something, be it private of public works. The "Auflagen" are the requirements or guidelines to be met before approval is granted. In your last example I would suggest "licensing" if the approval is given to a construction company to carry out the construction of such a facility, where the construction company would have to apply for approval from the local building authority.

Explanation:
Generally, an application for a construction project is at first "approved" by the zoning board (if certain prerequisites are met) BEFORE a formal
"permit" is issued (which must be displayed on location for the public to see). In other words, the "permit" is an affirmation of the "approval", but not the other way round.
