Verbraucher sind verpflichtet, Batterien zu einer geeigneten Sammelstelle bei Handel oder Kommune zu bringen.

This is from an information leaflet instructing the public to dispose of used batteries at recycling points, not in their household waste. It is very straightforward, apart from this one awkward phrase. I have a feeling that it might be referring to recycling bins at supermarkets (Handel?) and the ones provided by the council (Kommune?), but any suggestions would be very welcome. :-)

Your assumption is correct. Depleted batteries are collected in boxes set up for the purpose in supermarkets, electrical shops, etc., and at communal waste disposal/recycling facilities.
