agree  opolt: Nice idea -- maybe even "locally sourced"?

-> Thanks, Opolt. The EN public like to think of their food being grown rather than sourced. A more appetising word.

regional self-determination

Explanation:
Despite almost universal agreement on "locally grown" :-)

As there is no mention of crop growing, feed or foodstuffs in the context, I would rather go for "regional self-determination" as a translation for "regionalität".

As in "A policy of self-determination on GMO issues as a principle or added value"

This means that the regions can decide for themselves on GM-issues rather than bowing to EU directives - particularly as Austria has taken on a leading role, and is much further than other EU countries, in the regulation of GM-seeds and crops from our fields

From a letter to an Austrian ministry:
http://tinyurl.com/lopd5cw

GMO Genetically Modified Organisms - this goes further than GM-crops and includes secondary seeding outside defined areas, secondary pollination (of non-GM plants with GM plant pollen) , insects that may ingest and spread GMOs, soil bacteria etc.

If GM-Frei must be in it, then something like:

"Regional self determination and freedom from GMOs"

These should be designed to serve and not to suppress the local and regional self-determination of European citizens.

I could almost bet that this is the bloke behind what's being translated :-)

"NON-GM FEEDSTUFF AND MARKET STRATEGY
• Joseph Stockinger, Agriculture Minister of the Land of Upper-Austria.
Vice-President of the GM Free Regions Network
“Introduction of the session and definition of the objectives.”
Notes: The Minister said that self-determination of the Regions on GM issues is ultimately a political problem, and that the European Network of GMO-free Regions thus has a very important political function. “Coexistence” is not technically possible in Austria. They want zero tolerance for GM contamination of seeds. GM-free is an essential mark for “quality food”. All locally produced animal feed in Austria is GM free: the problem is the import gap for GM-free feed. Austria imports 600,000 tonnes of soya. We need to set up a continental level decision to supply Europe with its GM-free soya requirements. GM free food chain is good agricultural practice and a major market opportunity.

The article Phil cites says this (my capitals and comments in brackets - otherwise just cut and pasted):

So, according to this reference, we are actually dealing with two different, but interrelated concepts.

Notes to answerer
Asker: Thanks for your suggestion. In my context, "Regionalität" specifically refers to locally grown/sourced food.

neutral  philgoddard: Good point, and I agree that the context is poor, but if you Google the two terms together it does suggest that Andrew is right. For example: http://www.ots.at/presseaussendung/OTS_20130830_OTS0192/sehn...

-> Hi Phil, thanks again, I just found time read through the details in reference you posted, now I'm much more confident about my answer. See note at 2 days 1hr.
