This is from a text on disaster or emergency management.

Der Schutz vor Katastrophenereignissen einschliesslich terroristischer Anschläge ist eine zentrale Aufgabe der Sicherheitspolitik.
Wichtiges Instrument ist hierbei der Bevölkerungsschutz, der in den meisten Ländern vor allem in nationalen sowie regionalen Strukturen organisiert ist.

I need the precise term in US English and I'm not sure whether it would be best to say "civil protection" or "emergency preparedness and response".
I have also considered "civil defense" but that seems less appropriate.

United States civil defense refers to the use of civil defense in the history of the United States, which is the organized non-military effort to prepare Americans for military attack. Over the last twenty years, the term and practice of civil defense have fallen into disuse and have been replaced by emergency management and homeland security.

Disaster management (or emergency management) is the creation of plans through which communities reduce vulnerability to hazards and cope with disasters. Disaster management does not avert or eliminate the threats; instead, it focuses on creating plans to decrease the effect of disasters. Failure to create a plan could lead to human mortality, lost revenue, and damage to assets. Events covered by disaster management include acts of terrorism, industrial sabotage, fire, natural disasters (such as earthquakes, hurricanes, etc.), public disorder, industrial accidents, and communication failures.

Homeland security is an American umbrella term for "the national effort to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards where American interests, aspirations, and ways of life can thrive to the national effort to prevent terrorist attacks within the United States, reduce the vulnerability of the U.S. to terrorism, and minimize the damage from attacks that do occur."

"Protection of the population" is universally comprehsible and that is what the source text says
