Really? I think I preferred your explanation when you posted the question: "help get their papers done" i.e. help with filling in forms

help with trips to government offices = pushing a wheelchair, booking a taxi, researching bus timetables.

Was it perhaps Mr Martin's suggestion that "navigating the system" could only take place online (not true) that persuaded you? Or the late intervention from the discerning Dr Timm?
