Nothing to do with landscape/scenery. The term is associated with Salzburg and the surrounding region. As Salzburg was a bishopric and foreign digintaries would be presented to the city and church officials, I guess this is what is meant. The löblich element would seem to confirm the ecclesiatical nature of the authority.

Hier ein altes Buch, in dem der Begriff Landschaft sehr häufig vorkommt, und das mir bei der Einordnung auf die Sprünge geholfen hat: „Feyer der Pfalz-Neuburgischen Gemeinen Landschaft bey Begehung der fünzigjährigen Regierung Seiner Churfürstlichen Durchlaucht zu Pfalzbayern“. In einem Text heißt es zum Beispiel: „An Pfalzneuburgische gemeine Landschaft, und dazu Verordnete“.
