My idea is that this might mean "in all cases". Could this, then, be expressed more elegantly as "throughout"?
Any votes, in turn, see my addition of ###, for "continuously"?

disagree  Thomas Pfann: Ich sehe nicht, wie 'across the board' hier funktionieren könnte. Es wird ein zeitlicher Verlauf beschrieben – 'durchgängig' heißt so etwas wie 'die ganze Zeit', 'ohne Unterbrechung' o.ä.
