specialized/structured (aid program)

Explanation:
Arbeitsteilig = according to the division of labour, as per my Oxford Duden. Since the division of labour essentially means specialization, I thought this might refer to specialized, or structured (as in tailored to the requirements of the recipient/project in question, along with abgestimmt).

Neither specialized nor structured aid gets many Google hits, though, so I'm not too sure about the wording.

apportionment/division of work/tasks

Explanation:
The whole sentence has to be tackled in order to come up with a feasible translation:

"The apportionment/division of work/tasks has been coordinated in substance and concept in order to lend support to the organization in setting up and maintaining the information system."
