Just wondering what the "leisten" here refers to:

"Bei diesem individuellen Service fallen jedoch u. U. Kosten an, sofern die vorhandenen Kapazitäten nicht ausreichend bzw. durch den vorhandenen Shuttle Service zu leisten sind."

The text describes an app for a shuttle service (usually free of charge) for company employees and company guests.
