agree  Sebastian Witte: Well, OK, I got it wrong, they do mention securities other than shares, viz. a Romanian investment fund, so yes, even if they manage it, they can buy it? From what I can tell, the MSCI Frontier Markets Index mentioned, however, contains only shares again.
