I'd prefer "sole judge" for the sake of accuracy, but to be honest what is wrong with simply using "judge" and maintaining consistency?

Was my first thought. But then, it also says "Vors.", which could be "Vorsitzender". Could we have more context about the type of proceedings and type of hearing (criminal, civil, how many judges ...)?
