... it's really not a typo. The way the english text has been incorporated into the German is pretty weird and doesn't seem to make a lot of sense, but the exact phrase "except private foundations" appears in the header of the 990 form titled 'Return of Organization Exempt From Income Tax' so it seems highly unlikely that it's a typo.

I read it more along the lines of "both organizations are claiming (have claimed) tax-exempt status by filing [Form 990], Return of Organization Exempt from Tax (except private foundations). The form does not "grant" tax relief, the law does. One merely claims the relief by filing the form.

Anyway, "except private foundations" forms part of the subtitle of the form. I would thus assume that "except private foundations" means that private foundations do not qualify as an organization exempt from income tax and may thus not claim the tax relief provided by the form? Anyway, perhaps "Die Erklärung wird abgegeben durch eine steuerbefreite Organisation ((***„die keine private Stiftung ist"***, weil für die eine andere Erklärung abzugeben ist)" is a more appropriate and smarter approach to the problem. So which translation could emerge from this insight? - Working version now reads accordingly "As can be seen from the excerpts of the US tax returns attached, both organizations, in their capacity as corporations, i.e. entities which are not private foundations, claim the tax privilege provided by the "Return of Organization Exempt from Income Tax" form.

Die Erklärung wird abgegeben durch eine steuerbefreite Organisation ((***„die keine private Stiftung ist"***, weil für die eine andere Erklärung abzugeben ist). Also vlt. einfach stehen lassen, ohne cf. for the concept?
