In German CVs there is a clear hierarchy in language skill going from basic / good / fluent as Phil pointed out to "verhandlungssicher" (which is actually the more common term than "auf Verhandlungsniveau". Whereas someone who has good or fluent language skills will be able to chat away and discuss any number of things, that does not necessarily mean his vocabulary is sufficient to understand and talk terms & conditions, let alone legalese.
BTW in a reference you would not just attest someone a level of language skills, it would be more poetic like "his outstanding language skilles enabled him to converse and negotiate with clients at any level" yada yada yada |
